The Ministry of Environment issued five relevant standards including soil survey and monitoring for construction land

In order to implement the Environmental Protection Law of the People's Republic of China, the Soil Pollution Prevention and Control Law of the People's Republic of China and other laws and regulations, safeguard human health, protect the ecological environment, strengthen the supervision and management of environmental protection of construction land, and standardize the investigation of soil pollution status of construction land, soil pollution risk assessment, risk control, restoration and other related work, the "Technical Guidelines for Investigation of Soil Pollution Status of Construction Land" and other 5 standards are now approved as national environmental protection standards and are hereby promulgated.

The standard names and numbers are as follows.

1. Technical Guidelines for Investigation of Soil Pollution Status of Construction Land (HJ 25.1—2019)

This standard specifies the principles, contents, procedures and technical requirements for the investigation of soil pollution status of construction land.

This standard applies to the investigation of soil pollution status in construction land, and provides basic data and information for the risk control and remediation of soil pollution in construction land.

This standard is not applicable to the investigation of land containing radioactive contamination.

II. Technical Guidelines for Risk Control and Remediation Monitoring of Soil Pollution in Construction Land (HJ 25.2—2019)

This standard specifies the basic principles, procedures, work content and technical requirements for soil pollution risk control and remediation monitoring in construction land.

This standard applies to environmental monitoring of soil pollution status surveys for construction land and soil pollution risk assessments, risk control, remediation, risk control effectiveness assessments, remediation effectiveness assessments, and post-management activities.

This standard is not applicable to the monitoring of radioactive and pathogenic biological contamination in construction land.

III. Technical Guidelines for Soil Pollution Risk Assessment for Construction Land (HJ 25.3—2019)

This standard specifies the principles, contents, procedures, methods and technical requirements for conducting soil pollution risk assessment for construction land.

This standard is applicable to the health risk assessment of construction land and the determination of soil and groundwater risk control values.

This standard is not applicable to the risk assessment of lead, radioactive substances, pathogenic biological pollution and agricultural soil pollution.

IV. Technical Guidelines for Soil Remediation for Construction Land (HJ 25.4—2019)

This standard specifies the basic principles, procedures, contents and technical requirements for the preparation of soil remediation plans for construction land.

This standard applies to the formulation of soil remediation plans for construction land. The technical guidelines for groundwater remediation will be published separately.

This standard is not applicable to the remediation of soil contaminated by radioactive substances or pathogenic organisms.

5. Terminology for risk control and remediation of soil pollution in construction land (HJ 682—2019)

This standard specifies the terms and definitions related to soil pollution risk control and remediation in construction land, including five aspects: basic concepts, pollution and environmental processes, investigation and environmental monitoring, risk assessment, risk control and remediation.

This standard applies to the use of terms, terms and definitions in the environmental management of construction land.

This standard does not apply to the environmental management of radioactive sites.

The above standards shall be implemented from the date of promulgation and shall be published by China Environmental Publishing Group Co., Ltd. The content of the standards can be found on the website of the Ministry of Ecology and Environment (www.mee.gov.cn).

From the date of implementation of the above standards, the "Technical Guidelines for Site Environmental Investigation" (HJ 25.1-2014), the "Technical Guidelines for Site Environmental Monitoring" (HJ 25.2-2014), the "Technical Guidelines for Risk Assessment of Contaminated Sites" (HJ 25.3-2014), the "Technical Guidelines for Soil Remediation of Contaminated Sites" (HJ 25.4-2014) and the "Terminology of Contaminated Sites" (HJ 682-2014) shall be abolished.
