The "Government Procurement Law of the People's Republic of China" stipulates that government procurement should purchase domestic goods, projects and services. (Domestic goods refer to final products produced in China and whose domestic production costs exceed a certain proportion. Domestic production cost ratio = (product ex-factory price-import price)/product ex-factory price.) However, one of the following circumstances is excluded: (a) the goods, projects or services to be purchased cannot be obtained in China or cannot be obtained on reasonable commercial terms; (b) the purchase is for use outside China; (c) other laws and administrative regulations provide otherwise. The definition of domestic goods, projects and services referred to in the preceding paragraph shall be implemented in accordance with the relevant provisions of the State Council.

According to the "Beijing Government Procurement Centralized Procurement Catalog and Standards 2020-2022", the centralized procurement catalog does not include scientific research instruments and equipment purchased by universities and scientific research institutions. 　　

Except for the procurement projects of centralized procurement agencies and centralized procurement projects of departments, when the single or batch amount of goods, services and projects purchased by each budget unit reaches the standard of RMB 1 million or more (including RMB 1 million), the relevant provisions of the "Government Procurement Law of the People's Republic of China" and the "Bidding Law of the People's Republic of China" shall be implemented, and decentralized procurement shall be implemented. 　　

When the single or batch amount of procurement by each budget unit reaches the following standards, the relevant provisions of the "Government Procurement Law of the People's Republic of China" and the "Bidding Law of the People's Republic of China" shall be implemented, and procurement shall be carried out by open bidding.1. Goods and services: RMB 4 million or more (including RMB 4 million);  2. Engineering: implemented in accordance with the relevant provisions of national bidding. Government procurement should strictly implement the "Government Procurement Law of the People's Republic of China" and relevant laws, regulations and institutional provisions, support the development of poverty-stricken areas, prison enterprises, small and medium-sized enterprises and welfare units for the disabled in government procurement activities, and support energy conservation, emission reduction and environmental protection. All budget units in our city should coordinate and determine the projects that the unit (including its subordinate units) purchases from small and medium-sized enterprises. On the premise of meeting the basic needs of the organization's own operation and providing public services, more than 30% of the total annual government procurement project budget of the unit should be reserved for procurement specifically for small and medium-sized enterprises, of which the proportion reserved for small and micro enterprises shall not be less than 60%.
