The preparation of the "14th Five-Year" Ecological Environment Monitoring Plan has always attracted attention. Recently, new progress has been made in the preparation work. The basic ideas and objectives and tasks of the "14th Five-Year" Ecological Environment Monitoring Plan have been reviewed and approved by the Ministry of Ecology and Environment.

April 13, 2021, the Department of Ecology Environment held a "Fourteen five" Ecological Monitoring Planning leadership team will listen to report on the situation and progress in the preparation of planning departments units opinions and suggestions, study and plan the next steps. Ye Min, vice minister of the Ministry of Ecology and Environment, chaired the meeting and delivered a speech.

The meeting reviewed and approved in principle the basic ideas and objectives and tasks of the "14th Five-Year" Ecological Environment Monitoring Plan. According to the plan, during the "14th Five-Year Plan" period, ecological environment monitoring will focus on three breakthroughs and improvements.

The first is to improve the integrity and build a "big monitoring" pattern. Adhere to government leadership, departmental coordination, corporate responsibility performance, social participation, and public supervision. Actively perform the functions of the main responsible department, give full play to the advantages of relevant departments, coordinate and promote the layout of the monitoring station network, the integration of technical methods, and the interconnection and sharing of data and information. Clarify the powers of the central and local governments, consolidate the main responsibilities of pollutant discharge units for self-monitoring, and guide and regulate social forces to participate in monitoring services in an orderly manner.

The second is to improve the system and make up for the "ecological" shortcomings. Persist in the management of landscapes, forests, fields, lakes, grasses and sands, focusing on "boosting gas and reducing carbon, strengthening ecology, increasing water and solid soil to prevent risks", and coordinating the promotion of environmental quality, ecological quality, and pollution source monitoring and evaluation. Focus on improving the ecological quality index system and evaluation methods, speed up the formation of integrated ecological quality monitoring capabilities of the world and the earth, and fully support the supervision of ecological protection.

The third is to enhance synergy and accelerate "high-quality" transformation. Focusing on the general requirements of "pollution reduction and carbon reduction", we should promptly study the establishment of a carbon monitoring and evaluation system , and coordinate the layout with regular monitoring networks. Closely follow the precise, scientific, and legal pollution control, and promote the pilot demonstration of volatile organic compounds, groundwater, aquatic ecological investigation, monitoring and early warning, and new pollutant monitoring . Improve the regional integrated monitoring capabilities of key river basins such as the Yangtze River and the Yellow River to ensure "true, accurate and complete" monitoring data.

Leading group member units such as the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Transport, the Ministry of Water Resources, the Ministry of Agriculture and Rural Affairs, the General Administration of Market Supervision, the China Meteorological Administration and other relevant departments and bureaus are responsible. May 22, 2019, to promote the field of ecological environment monitoring "Fourteen five" planning work conducted in an orderly, China Environmental Monitoring Station in Chongqing organized a seminar pre-prepared monitoring plan. The theme of this conference is to formulate the general idea around the "14th Five-Year" Ecological Environment Monitoring Plan, as well as topics such as atmospheric monitoring, surface water monitoring, standard systems, remote sensing monitoring, etc., to exchange and discuss current and future environmental monitoring development directions And the problems that need to be solved urgently.

The monitoring and management office of the main station first introduced the overall idea of compiling the "14th Five-Year" ecological environment monitoring plan. The air room, water room, and science and technology department of the terminal introduced the development ideas of atmospheric environment monitoring ( including the "14th Five-Year" monitoring network point plan ) , water environment monitoring, and standard and normative system "14th Five-Year" respectively. The leaders of the Satellite Environment Application Center of the Ministry of Ecology and Environment attended and introduced the development ideas of the "14th Five-Year Plan" for the comprehensive three-dimensional remote sensing monitoring of ecological environment.

2020 April 28, Ecological Monitoring Department held a "Fourteen five" Ecological Monitoring planning work will start. Nearly 200 responsible comrades from 12 directly affiliated units including the General Monitoring Station and the Planning Institute , 7 river basin bureaus and provincial monitoring offices attended the kick-off meeting. The meeting was held using the Ministry's video system and was presided over by Jiang Huohua, Deputy Director of the Monitoring Department.

At the meeting, Director Xing He of the Monitoring Department introduced the overall planning preparation work, Director Chen Chuanzhong of the Central Monitoring Station introduced the requirements for the preparation of the planning report, and Researcher Cheng Liang of the Planning Institute introduced the progress of effectiveness evaluation and demand research and judgment.
