Ministry of Environment issued the soil survey and monitoring of land for construction on five standards

To implement the "Environmental Protection Law of People's Republic of China," "Soil Pollution Prevention Law, People's Republic of China" and other laws and regulations to protect human health, protect the ecological environment, strengthen environmental supervision and management of construction land, regulate soil pollution survey of land for construction, soil pollution risk assessment, risk management, repair and other related work, now approved the "building investigation of soil pollution technical Guidelines for the land" and other five criteria as national environmental standards, and to publish.

Standard name, number follows.

First, the construction site investigation of soil pollution Technical Guidelines (HJ 25.1-2019)

This standard establishes the principle of land for construction of soil pollution survey, content, procedures and technical requirements.

This standard applies to soil pollution survey of land for construction, to provide basic data and information for the construction land soil contamination risk control and repair.

This standard does not apply to parcel containing radioactive contamination investigation.

Second, the soil contamination risk management and control of land for construction and rehabilitation Monitoring Technical Guidelines (HJ 25.2-2019)

This standard specifies the basic principle of land for construction of soil contamination risk control and monitoring of repair, procedures, work content and technical requirements.

This standard applies to the investigation of soil pollution and soil contamination risk assessment of land for construction, risk management and control, repair, risk management and control effects assessment, environmental impact assessment monitoring repair, post-management activities.

This standard does not apply to radioactive and biological monitoring of pathogenic contamination of land for construction.

Third, the construction land soil contamination risk assessment Technical Guidelines (HJ 25.3-2019)

This standard specifies the principles of construction to carry out a risk assessment of soil contamination sites, content, procedures, methods and technical requirements.

This standard applies to construction sites and soil health risk assessment, risk control determine the value of groundwater.

This standard does not apply to risk assessment of lead, radioactive substances, pathogenic biological pollution and soil pollution of agricultural land.

Fourth, soil remediation of land for construction guidelines (HJ 25.4-2019)

This standard specifies the basic principle of land for construction of soil remediation programming, procedures, content and technical requirements.

This standard applies to the development of land for the construction of a soil remediation program. Groundwater remediation technology guide is published separately.

This standard does not apply to radioactive contaminated soil remediation and pathogenic biological contamination.

Fifth, construction land soil contamination risk control and repair terms (HJ 682-2019)

This standard specifies the terms and construction land soil contamination risk control and repair-related terminology and definitions, including the five basic concepts, pollution and environmental processes, survey and environmental monitoring, risk assessment, risk management and repair of.

This standard applies to the use of land for construction of environmental management in terminology and definitions.

This standard does not apply to radioactive environmental land management.

The above criteria from the date of promulgation, by the China Environment Publishing Group Publishing Limited. Standard content is available at the website of the Ministry of ecological environment (www.mee.gov.cn).

Since the implementation of the above standards, "site environmental investigation Technical Guidelines" (HJ 25.1-2014), "site environmental monitoring technology Guidelines" (HJ 25.2-2014), "contaminated sites Risk Assessment Guidelines" (HJ 25.3 -2014), "contaminated site soil remediation technology guide you" (HJ 25.4-2014) and "contaminated sites term" (HJ 682-2014) abolished.

Special announcement.
